The ban on cell phones while driving in some US states has not resulted in the expected reduction in collision frequency. There is technology available to block cell phone use when the phone is moving at speeds over 15 mph, but it is not widely used. It could benefit teens as their cell phone use is widespread, even in risky driving circumstances.

Offer incentives
The problem with blocking cell phones from service that are travelling at 15mph or greater is that it's not illegal for a passenger to use a cell phone, whatever the speed may be.
I've always thought that for savings on one's insurance a person's cell phone could be limited to under 15kph or 911 with a box in the car. The use of someone elses phone in the car does not get blocked. Only the owner's. In a car where the principle operator is a learner or a novice, the box would be mandatory and block all cell phones except for 911.
We've got the punnishing stuff in law now, Now we need an incentive. I'd gladly get such a box for my vehicle if my premiums were reduced by $5-10 a month. I already pull over to take calls, this would be like free money!
I'm noticing more and more people pulling over to take calls. I like this. It's good to see. To see someone pulled over on thier cell phone sets an example to everyone who happens to drive by and glance. And it's a good one.
