Does a driver get penalty points if the red-light violation was caught by a camera and not handed in person?!

So, after the ticket is sent to the vehicle's owner, does he/she get penalty points on their license? I found a web post that says you only get penalty points if you were caught by a cop; is that true?

Who Gets the Points?

If the owner of the vehicle is served with a red light camera violation and they pay it or are found guilty of it, there are no points assessed. If the owner designates the driver for the offence and the driver pays or is convicted, there are points assessed against the driver.
