I was the passenger in a 7-seat SUV. We were stopping at an intersection waiting for making right turn. A police officer walked from the side and told the driver to stop. She says, "stop the car, it's ok, you didn't do anything wrong..." then she opened the side door and started asking if everyone was wearing seatbelt.
I was sitting in the middle row, everyone else was bucked up except me. They asked the driver to pullover into the little shopping square right next to the intersection (10 Ave and 6St Burnaby BC) and asked me for the driver's license and gave me a ticket.
Should I dispute the ticket? Should I dispute the allegation or should I ask for reduction of the fine? ($167)

If you weren't wearing the seatbelt, the seatbelt was there for you to use, was operative and you were not medically exempt (you need an exemption document for this) from wearing it, you must wear the seatbelt. You were not, so because of your honesty in the request, you are guilty of the offence of not wearing the seatbelt.

What the officer has to prove by testifying in court are the items that I have listed in the second paragraph. If you don't think that she can show all of these things through her testimony, then you should dispute the allegation.
