Q&A - Working in Alberta, Living in BC, Do I Need a BCDL and ICBC Insurance?

Q&A ImageIn my current position I come across a large amount of drivers who seem to live in British Columbia but have Alberta licence plates and insurance. The story goes that they husband works in Alberta and commutes back to British Columbia on their days off. Most of the time their wife and children live full time in BC, kids attend a BC school etc.

He moved to Oak Bay, B.C. but had not obtained a BC driver's license or BC license plates and insurance at the time he was stopped for speeding by police in Victoria. He was issued a traffic ticket for speeding, not having a BC driver's license and operating an uninsured vehicle. He pled guilty to speeding and not guilty to the other two counts.

Ticket WriterWhen a person is stopped for no insurance in BC, no matter where, is the car immediately impounded? Are there any exemptions? The reason I asked is: my employee said he got stopped for expired plates on the car he was driving, but the RCMP officer in Courtenay told him just to park it, even though the ICBC insurance had expired a week earlier.
