Here is another video from Road Guy Rob who explains about how red light cameras know when to take a picture of a red light runner. It explains how engineers build a camera system that takes pictures of vehicles that don't stop when they must. Called Intersection Safety Cameras in British Columbia, there are currently 140 of them installed at intersections with a high crash risk from red light runners.
Rick Mercer's rant from 7 years ago sums distracted driving up by saying that we must do all that we can to avoid the irony of stupid death by smartphone. Not much has changed since then.

Street space in cities is a rare resource. Much of it is currently allocated to highly space-consuming transport modes without taking into account that demands for that space vary over time.
