The Schedule to Division 7 of the Motor Vehicle Act Regulations says that a motorcycle, when originally equipped, shall be equipped with a chain guard which is not broken or cracked and which is reasonably equivalent to the original device. The Vehicle Inspection Manual is a bit broader saying that [if a] drive guard [is] broken or cracked; not OEM or equivalent, then the motorcycle is to be rejected.
