Hello.. I have a wee question that your experience might be able to offer some perspective for? I received a traffic citation for failing to obey an officer.

Automated Licence Plate Recognition (ALPR) is a tool that is being used more frequently for traffic law enforcement in B.C. Cameras mounted on police vehicles scan vehicle licence plates as they pass and compare them to a computer database. A "hit" in the database is announced to the patrolling officer and the vehicle will be stopped for investigation.
Question: I know of someone who has just lost their wallet with their driver's license in it. This person has reported their wallet as stolen and the police have informed this person that they can still drive even though this person has their license stolen and they told this person that if they get pulled over that the license is already reported stolen? I am a little confused on this.
Question: I was recently issued a ticket and the officer failed to return my insurance papers (I'll assume accidentally), I only noticed this the next day. I tried contacting RCMP about this, and have been given the runaround, saying I have to contact the officer, but cannot because he is not on duty.
